Mark James, a UK Web Developer/Designer has created many free icons including his biggest set, Silk. The Silk icon set includes over 700+, 16×16 PNG icons. They are nice Web 2.0 icons and give your website a good look!
Silk Companion Icons
This set was made to be an addition to Mark James' Silk Set, it includes an additional 460+ 16x16 PNG icons.
FamFamFam.com's Mini Icons
Mini is another set of icons created by Mark James. They have a little more of a pixelated look to them. The Mini icon set includes 144 16×16 GIF icons.
FamFamFam.com's Flag Icons
This set of icons by Mark James includes 247 flag icons representing most countries around the world. They are available in both PNG and GIF formats.
Drunkey Love Icons
This set of icons goes with a more pixelated look that is very attractive now-a-days. There's over 100 icons in the pack in PNG format.

Provided by brandspankingnew.net, these icons are slightly less attractive but serve a great purpose in giving visual representation.
Twotone Icons
These icons are simple rounded rectangles with symbols in the middle. There's four different color variations that are easily customizable. 75 GIFs for each color along with the PSDs to change the colors are included.

Tango Icons
Tango Icons have a great Web 2.0 look to them and have many uses. The download comes with 16x16, 22x22 and 32x32 PNG sets with over 200 icons in them.
Sweetie Icons
Sweetie Icons are similar to FamFamFam.com's Silk set and are very glossy and clean. The Sweetie Icon set includes a variety of sizes from 8x8 to 24x24 with PNG and PSD formats.

Sizcons Icon Set
Sizcons is a set that has a softer look to it. Downloads are available in 12x12 and 16x16 GIFs.
